To our people in resistance

To the Palestinian people throughout the world

On February 22 nd, we celebrated the 41st anniversary of the foundation of the Democratic Front for the Liberation of Palestine as a national day for all the Palestinian people, the National Arab Movement and forces of the Left, socialists and democratic people in the world who fight against exploitation, submission, subordination and for the freedom of all people and their right to a dignified life.

Our people commemorate this day in the West Bank, the Gaza Strip, Jerusalem, and the refugee camps and in the Diaspora and in exile. This strong and powerful celebration demonstrates the influence of the Democratic Liberation Front in the rank and file of our people, in its national movement and in its armed forces, for its real work in outlining the destiny of the Palestinian cause and the future of national rights. The Democratic Front has achieved this influence as the result of the constant struggle of its militants, the sacrifices of tens of thousands of its martyrs, wounded, and prisoners -- thanks to its intelligent policies that always take into account the interests of the people and their national rights.

The Democratic Front for the Liberation of Palestine, while entering the 42nd year of its existence, reaffirms the following positions:

1- Promises to continue its efforts, together with the people and its fighting forces, to put an end to the division, its consequences and the dangers of the National Palestinian Project and the future of the cause; with the objective of recuperating the internal unity of the National Palestinian Movement. In this sense, the Front calls for the ratification of the Egyptian Document as a base from which to renew the internal dialogue, through a round of conversations, a specific timeline, with the goal of introducing the modifications and the necessary development in order that the Document reaches the previous dialogue, carried out in March 2009 in Cairo, and in this way, lift up presidential, legislative and local council elections, according to a system of total proportional representation.

2- Warn of the dangers implicit in returning to negotiations with the Israeli enemy if these minimum demands are not met:

- The total end of colonialism in the West Bank and Jerusalem, with a return to the borders before the 1967 war of aggression.

- Adopting international resolutions as a platform and reference in this process, which must definitively guarantee the end of occupation and colonialism and the creation of an independent Palestinian state with complete sovereignty with 1967 borders, Jerusalem as its capital and a guarantee to the right of refugees to return to their land.

3- Condemn the blockade imposed on the Gaza Strip and call on our Arab brothers and sisters and the international community, with its official and civil institutions, to work for the lifting of the blockade. To save our people from hunger, sickness and unemployment, and guarantee all that is necessary to reconstruct that which the Zionist enemy destroyed during the bloody "Operation Plomo Fundido." The Front also warns of the attempts to manipulate and distort the Goldstone Report and calls for a follow up on all levels, in order that the Israeli war criminals are put on trial at the International Court of Justice, receiving a just punishment for the crimes against humanity committed against our people and other Arab peoples.

4- Condemn the policies of aggression of the Zionist army and its settlers against the Palestinians in occupied territories, as well as the policy of settlement expansion, the destruction of Palestinian homes and the building of the racist separation Wall. The Democratic Front hails the resistance of our people in the face of our enemy and its colonialist policies and calls for an intensified and growing struggle, with the construction of a popular and active resistance in defense of our land, with the objective of eliminating the settlements and tearing down the Wall, as the inalienable right of our people, backed by international law, specifically the Resolution of the Court of Justice at The Hague. We also call for the creation of a common command, with the united political authority that defines resistance actions, strategy and tactics.

5- Reaffirm that the Palestine Liberation Organization (PLO) is the only legitimate representative of the Palestinian people and supreme political command of the Palestine National Authority, and call for the strengthening of his position through necessary reforms in the work mechanisms of the PLO. To heighten the leadership role of its Executive Committee in making collective decisions and efforts to put an end to the policies of absolutism and political disorder, which arises from some sectors. The Democratic Front believes that the election of a new Executive Committee, in the last extraordinary meetings of the National Council, will be a limited step if it is not accompanied by policies of integral reform of the PLO and its institutions. In this sense, the first and most urgent step must be the decree of a law that allows the choosing of a new Palestinian National Council, inside and outside of the homeland, according to a system of proportional representation, in such a way that democracy is strengthened within the ranks of the PLO and its institutions, and at the same time, in its relations with Palestinian communities in different areas.

6- The Front has observed, with great concern, the financial deficit of the UNRWA agency and the effect that has had on the services given to the sons and daughters of our people in refugee camps and the Diaspora, and calls on donors to carry out their commitments with this agency of the United Nations. We also especially demand that the Canadian government retract its decision to suspend its financial contribution to UNRWA, a decision which represents a dangerous attitude because it sets a precedent to other donor countries. The Front is sure that the Canadian position will bring dangerous consequences in the future and the right of refugees to return to their homes and land in Palestine, in compliance with Resolution 194, when they were forcibly expelled in 1948. The Front also calls on Arab governments, and especially Lebanon, to grant civil and social rights to refugees and to support the struggle in favor of the return and against all projects or solutions that are outside of the Palestinian homeland.

7- Ratify the importance of constructing solid relations of struggle between the forces of the Palestinian Left, which will enable us to do away with a polarized policy -- bilateral and destructive -- that will weaken the Palestinian position and be divisive, with dangerous consequences for our people. The Front, in its 41st anniversary, affirms its commitment to work for the elimination of obstacles to the development of the ideological and political content of the struggle between the different Palestinian Left forces, in favor of building a Left position that will be effective and which will contribute to the struggle for the destiny of Palestine.

The Democratic Front for the Liberation of Palestine, while celebrating with the Palestinian people its 41st anniversary...

In the West Bank, East Jerusalem

In the glorious resistance of the Gaza Strip

In the centers and refugee camps in Syria and Lebanon

In the Diaspora and countries of exile

* Sends our greetings of respect and pride to the heroes and martyrs that have sacrificed their lives in defense of the people, the homeland and the Revolution.

* Sends a message of affection to the incarcerated prisoners of the Zionist enemy, promising them that the dawn of freedom will soon arrive

* Renews our commitment to remain in the front lines of combat with our armed wing, the National Palestinian Resistance Brigades -- faithful to the Revolutionary Armed Forces and the Armed Forces of the Red Star of the Democratic Front. We also recommit ourselves to the political, trade union and social struggle together with the organizations of the Party of the Front and mass organizations, with unbending strength and firmness -- with neither retraction nor submission.
